The UK and US have hammered out a landmark bilateral deal that will preserve zero duties on British drug exports entering the US market.

Key Provisions of the Pact

Under the terms of the agreement, the UK has pledged to increase funding on pharmaceuticals through the NHS. This move secures that duties on these crucial exports will be held at nothing for a duration of the next three years.

This development follows earlier warnings to dramatically increase import taxes on branded drug products, with figures floated reaching double the cost.

"This arrangement between the UK reinforces the worldwide climate for cutting-edge drugs and brings much-needed equity to American-British pharmaceutical trade," a release noted.

Commercial Impact

Medicines represent one of the the United Kingdom's most significant exports to the America, which is easily the primary market for major companies like GSK and AstraZeneca.

Trade data reveal that in the one-year period to the end of last September, the UK shipped medicines totaling over eleven billion pounds to the US. This value accounted for nearly one-fifth of British export trade in that timeframe.

"This agreement protects employment, boosts funding and sets the stage for the UK to establish itself as a international leader for biotech and pharma," the Business and Trade Secretary commented.

Detailed British Pledges

The agreement involves several key commitments from the UK:

  • Higher Cost Ceiling: The UK will raise the affordability limit at which it judges new medicines to be prohibitively costly by a quarter.
  • Increased NHS Spending: There is a aim to raise total public funding on treatments from 0.3 percent of Gross Domestic Product to 0.6% over the coming ten years.
  • Refund Ceiling: The amount manufacturers must refund to the NHS to stay within budget will be restricted at 15%. In the past, rebates exceeded twenty percent.

Recent Tensions

This agreement takes place against a ongoing dispute between the drug companies and the UK government over drug pricing and NHS adoption.

These tensions were intensified by arguments that American patients were paying significantly more for the identical medicines than consumers in the Britain and the EU.

Recently, several large pharmaceutical investments in the UK have been halted or abandoned, while major funding commitments have been announced toward projects in the United States.

The Science Minister publicly accepted that the NHS had to invest a greater share on medicines, noting that its budget allocation on drugs had decreased as a percentage of its overall budget over the past decade.
